Steps to Reproduce

In a Jira issue, edit a field that includes markdown capabilities
Use the keyboard shortcut to quote text (according to this link, that should be CTRL + Shift + 9 on Windows, or ⌘ + Shift + 9 on Mac)
This keyboard shortcut works correctly on a Mac, but not on a Windows device

Expected Results

The Keyboard shortcut should work correctly with CTRL + Shift + 9

Actual Results

the keyboard shortcut does not quote text
