When creating a new issue in your Jira project, all users have the option to perform the followoing:

1. Click in the Ellipsis (top right of window - three dots)

2. Show fields
   • 
3. Select "Custom fields" and check all fields that they're interested on
   • 

The issue is that, this action can easily cause confusion internally, as an important field may be missing.

As a site-admin, I would like to "force" the "All fields" setting on all users, to avoid any disruption.
