If Property jira.permission.edit.group is set in a workflow status the empty fields are not visible on the screen

      If the Property jira.permission.edit.group is set in a worflow status the empty fields are not visible on the screen.

      As a user would like to see the field with empty values if admin has set in the field layout empyt field are visible.
