Issue Summary
Hi team.
The option suggested is to turn off "Use Request Type Fields" toggle button in bulk mode. In GIC screen this button is ON by default, there is no option to customers turn off that for all users, he needs to inform the users to turn it off.
I would recommend to have an option to turn it off in bulk mode, maybe using the default user settings screen: https://support.atlassian.com/jira-cloud-administration/docs/configure-the-user-default-settings/

Steps to Reproduce
- Open the project
- Open GIC screen
Expected Results
If the org admin turned off "Use Request Type Fields" option for all the users, this option would be turned off for all users when creating a ticket.
Actual Results
There is no option to turn it off in bulk mode.
Workaround
Required, if there is no workaround please state:
Org admin must advise all users to turn the button off manually.
