Issue Summary
When the Enable ZIP support setting is set to off and a user selects "Download All" a misleading error message appears:
We couldn’t download your attachments
We didn’t finish downloading your attachments for
JSW-85. Check your connection and then try again.Try again

Steps to Reproduce
- Edit your Attachment Settings to turn Enable ZIP support to OFF
- Go to an issue with multiple attachments and select Download All
- Observe error message
Expected Results
Error message attributes failure to download
Actual Results
Error message should state the real reason for the attachments not downloading to connectivity.
Workaround
Turn On Enable ZIP support
