Update Transition screens to use WYSIWYG like create and edit screens

      Related to closed ticket JRACLOUD-74177, customer would like to see this.

      Currently, when working in a screen for a issue transition, paragraph fields such as the Comment field use the Wiki renderer instead of the more current WYSIWYG renderer used in the New Issue Creation screen and Issue Editor screens. This causes problems in consistency as well as causes issues with missing features, such as the inability to mention Teams like one can mention users.

      Client would like the Transition screen to use WYSIWYG like the other issue creation and editor screens.
