Issue Summary

The padlock icon in the comment section disappears

Steps to Reproduce

1. Create a story
2. Click on the Dev Sub Task link
3. Now click on the link for the Story to go back to the Story
4. Back in the story, click on the comments box to add a comment
5. Notice there is no padlock

Expected Results

You would expect the padlock icon to be there.

Actual Results

There is no padlock icon in the comment section.

Workaround

Refresh the browser.
