New project permission level - manage fix versions.

As a project manager, I would like to have the option to grant specific users permission to manage "fix versions" without granting the project permission "project administrators" who grant permission to manage the entire project settings.

The goal here is to have a user that can manage "fix versions", but not the whole project settings.
