Customize the message displayed for workflows where the issue transition is not allowed

      Summary

      When an issue is not allowed to transition from a certain status to another by the workflow design, allow users to customize the error message displayed. So that the users can have a customized message displayed for their users instead of the one below:

      "Something isn't letting us move PRJ-### to RELEASE (DONE). Ask your project administrator to check the workflow settings and transition conditions"

      Expected Results

      Have the ability to configure the message.

      Actual Results

      There isn't an option to perform that.
