Allow archive of issues

Background

Archiving has been introduced in nearly every product in the past couple of years. Some companies would prefer issues be archived rather than deleted (or at least, placed in the trash for review).

Suggestion

Allow archiving of singular issues within the Jira Cloud platform, similar to Jira Server. Similarly, simply replacing the default functionality of Delete with Archive would prevent the deletion of data that may otherwise be important to other users - similar to how deleting a project works currently.
