Issue Summary

Currently, if we use tempo time tracking and set the permissions for few users to not be able to see the time tracking details, they can install a mobile app and will still be able to see Jira's Time tracking fields and log time.

Steps to Reproduce

1. Install Tempo and change time tracking settings to Tempo
2. Log time on an issue and set permissions to ensure that a user is not able to see it.
3. Validate from the Jira web version. You will not see the details.
4. Install the mobile app and validate it. This time you will see Jira time tracking details in the mobile app.

Expected Results

• User should see Tempo fields and not native time tracking fields in case the user has  Tempo time tracking view permissions
• Users should NOT be able to see any time tracking fields in case it doesn't have any permissions.
