Issue Summary

After editing the description field the comment bar floats in a position which obscures content and is not pinned to the bottom of the screen.

Steps to Reproduce

1. Open browser issue (Chrome, Firefox, or Edge) with a description longer than the visible screen space.
2. Click the description field (to edit the description)
3. Scroll up and down, observing a floating comment bar

Expected Results

The comment bar field remains fixed to the bottom of the screen after step 2.

Actual Results

The comment entry field moves upwards slightly while we are editing the description, blocking the text.

When closing/finishing the edit operation the comment field moves back down again.

Workaround

1. Scroll down to the bottom of issue to Comments section
2. Under 'Activity' , next to 'Show' click Comments
3. Change Comments to All or History and the 'Add a comment' box will be hidden

Alternatively, change the Comments order to Newest first.
