Issue Summary

Cascading Select list custom field does not show any values if it is only used in the transition screen 

Steps to Reproduce

1. Create a select list(cascading) field and add it to a transition screen 
2. Change the status, let’s say from waiting from support to pending
3. The transition screen pops up, but the Select list(cascading) shows None value
   
    

Expected Results

Cascading select list custom field show values in the drop-down list

Actual Results

Cascading list field shows None value

Workaround

Cascading list field shows the values in the transition screen if it is added to the issue view screen.
