After requesting the permanent deletion of the project from the trash does not block the button to restore the project from it.
It happens because that is an async process and the button to restore the project keeps available until the entire deletion procedure is completed.
Suggestion: Grey out the button to not allow Jira-admins to restore the project and set the wrong expectation.
