In the context of using "container" projects that are just collections of boards, these boards show issues from various projects in the system.
If a user is looking at issues on a board that they do have permissions to create, having the dialog pop up saying “you can’t create issues here” just because the board happens to be in a container project is untrue - they can use the project selector to pick a project that is represented on the board, and the dialog will allow them to proceed.
Ideally, we would just like the project selector to be blank, in this instance, with no error message or a friendly message like "please select a valid project for issue creation".
Warning users of permissions errors just sends them (unnecessarily) to support.
