Site import gets stuck at the Users and group sync stage

Steps to Reproduce

1. Generate a Jira server backup
2. Import backup to cloud

Expected Results

• Backup is imported fine and doesn't time out.

Actual Results

• Backup is stuck at the Users and group stage

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
