After migration, users get stuck in the on-board for Jira Service Desk

      Issue Summary

      Sometimes customers migrating to Cloud can get stuck in Jira Service Desk onboarding. This usually happens when you have subscribed to Jira Service Desk but in the import, there is no JSD project, additionally, you can't skip or create a Jira Service Desk project through the onboarding screen.

      Note for this bug to happen you need to subscribe to JSD, perform an import with no Jira Service Desk projects.

      Steps to Reproduce

      1. Restore a backup that doesn't have a JSD project
      2. If you access mycloudinstance.atlassian.net/secure/MyJiraHome.jspa or Click on the left-side Jira icon
      3. You will be stuck in the on-boarding for Jira Service Desk

      Expected Results

      Click on Skip to not create a new project.

      Actual Results

      This error gets displayed:

      "We couldn't create your project
      Something went wrong, please try again."

      In the browser console, tab network > a 400 error gets thrown and in the response, we can see the following error message.

      Workaround

      1. In your browser access the following URL: mycloudinstance.atlassian.net/secure/project/ViewProjects.jspa
      2. Click on "Create Project" > Choose a Jira Service Desk template

      After doing this you can delete the project created, and the problem should be fixed for the other users, they should be able to click on "Skip" in the on-boarding and shouldn't need to create a new Jira Service Desk project.
