Sandbox import failing due to duplicate user key

      Issue Summary

      Sandbox data cloning fails in user and group sync process.

      Steps to Reproduce

      1. Step 1 Some of the sites when attempted for sandbox cloning fails at user and group sync process
      1. Step 2

      Expected Results

      Sandbox cloning should work

      Actual Results

      The below exception is thrown in splunk

      java.lang.IllegalStateException: Duplicate key ex_user
      

      Workaround

      Use conventional site export import as the workaround. After the export is complete, remove the duplicate user from entities.xml file and then run the site import.
