Bulk get groups REST API endpoint connect app scopes required could be READ scopes

      Currently, the Connect app scopes required to use the Bulk get groups endpoint (https://developer.atlassian.com/cloud/jira/platform/rest/v3/api-group-groups/#api-rest-api-3-group-bulk-get) are ADMIN scopes, however READ scopes would be better. 

      The Confluence endpoint that it's equivalent to the mentioned one, only requires READ scopes: https://developer.atlassian.com/cloud/confluence/rest/api-group-group/#api-wiki-rest-api-group-get.

      Therefore, in this feature request we would like to have READ scopes for the Bulk get groups endpoint.
