Issue Summary

If a file is being uploaded that has quotation marks in the file name, Jira will give a generic error reading "We couldn't save your attachment. Reload the issue then try adding it again"

Previously reported in JRACLOUD-36515, however the ticket timed out

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

1. create a file that has a quotation mark (") in the file name
2. try to upload the file to an issue as attachment

Expected Results

The file uploads to the ticket as expected, or at least would give an error clarifying why it cannot upload the file.

Actual Results

A generic error is given to the user

Workaround

correct the file name to remove the quotation marks
