Ability to hide the right hand sidebar in the new issue view

Issue Summary

In the new issue view in Jira Software, customers would like the ability to hide the right-hand sidebar, similar to how the left-hand navigation bar can be hidden. 

So far an enhancement to resize the right sidebar was made, so this ticket specifically refers to hiding it.
