Request summary:  
Ability to clone a single issue as base template.
This would be ideal for situations where you have change management that would require a ticket that would be created from a base issue template. 

Example:
base_issue
new_issue

Whenever a customer creates a new ticket (new_issue) then update a field or a workflow in new_issue ticket, this will trigger an automation that will clone the base_issue ticket. 

Workaround:
No workaround so far, but some plugins i marketplace seems viable solution.
