Provide an option for Jira admins to set the landing page for users

      Problem

      Each user has now the option to set the landing page under their personal settings, Would like to have an option provided to admins to choose what their users landing page should be

      Suggested Solution

      It would be great if Admins can have an option to set the Landing page for all users or group wise.

      Why This Is Important

      This will allow the admins to control the landing page that they want the users to see.
      Ex: Ability to change the default landing page for the users from /secure/Dashboard.jspa to page /jira/your-work
