Thanks for voting and commenting on this issue. Your feedback is key to helping us understand how you use JIRA so we can continue improving your experience. We have reviewed this issue over the last few days; however, there are not currently any plans to implement this suggestion.
Please make sure to check out:
- a free third party plugin JIRA Watcher Field for JIRA Server customers.
- a free Atlassian Labs plugin JIRA Autowatch for JIRA Cloud customers.
Another alternative is to use "@mentions" in the description of an issue to notify end users about the issue being created, and the recipients can then decide if they want to watch the issue.

Original request description:
As a Project Manager, I want to make sure that respective team members (including me) are informed about new issue creation and depending on an issue type are automatically added as watchers. I want this action to become inseparable from issue creation so that the original issue reporter does not have to inform anyone about issue creation manually. I want to be able to control the watchers' list and nominate the users.
