List public dashboards and filters

Problem Definition

Currently, the system is able to search for filters and dashboards based on certain criteria. However, it is not able to filter for the specific criteria to list out items which are shared to "everyone".

Suggested Solution

Implement a "Everyone" condition so that the filter and dashboard which are public can be seen as a list.

Using the experimental parameter overrideSharePermissions this REST API method will return private filters for site admins e.g.
