Issue Summary

Upon site creation Resolutions have duplicated resolutions. This affects only newly created JSM standalone projects. Also this bug was seen on the site created on 15-Feb-2022. 

Steps to Reproduce

1. Create new JSM standalone site;
2. Check Resolutions (Settings - Issues - Resolutions). 

Expected Results

No duplicated resolutions in the list of resolutions

Actual Results

Duplicated resolutions are shown in the Resolution.
