Priority dropdown Floats on the screen when scrolling if added to a screen tab

Issue Summary

In the New Issue View screen, if you click the Priority field, the select menu is opened. Then if you scroll down (using the mouse scroll wheel), the screen scrolls and the priority menu floats on the screen. 
Then if you move your cursor into the menu to select an option, the menu jumps back to its anchor (the Priority field).

We can replicate this behavior when the priority field is added to a screen tab. 

Steps to Reproduce

1. Move the Priority field to a screen tab other than the default tab.
2. On the Issue, view click on the priority field to open the priority options.
3. Scroll on the page 

Expected Results

Priority options are pinned to the field. 

Actual Results

The Priority menu floats on the screen as you scroll through the page
