Limit of number of pinned fields should be more clear

      Issue Summary

      Currently, the number of pinned fields is limited to how much space each field's id store in api/2/mypreferences. Since this has a limit of 255 characters, depending on which fields are pinned, one user will be allowed to pin more fields than another user.

      Expected Results

      Jira should set a specific limit of how many fields might be pinned. 

      Actual Results

      User A might be able to pin 7 fields while User B might be able to pin 11 fields.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
