Issue Summary

Issue creation fails when a user set as a default in a user picker field is deactivated or has their access to the site/org revoked

Steps to Reproduce

1. Create a Single User Picker custom field, do not assign to any screen. Set the context to Global/All Issue Types and set a default value with the user.
2. Remove the user who was default user in the custom field from the site
3. Try creating any issue in Company-managed project

Expected Results

Users should be able to create issue regardless of this default user. But jira wont allow to create any new issues.

Actual Results

The issue creation fails, with a few different error messages:

• "User <username> is not valid for this user picker in Jira"
• "Couldn't create the issue. We're having some trouble creating the issue. Refresh the page and try again."
• "This value for the <field name> field is not valid"

Workaround

After clearing the default value from the custom field. We will be able to create issues.
