Adding an attachment after the create modal is open for 20 minutes results in error

Issue Summary

A Timeout of 20 minutes is in place for attachments on the Create Issue screen, when the modal is open for more than 20 minutes adding any attachment results in a timeout.

Steps to Reproduce

1. Open the Create Issue Global screen
2. Wait 20 minutes
3. Try to add an attachment

Expected Results

The attachment is added to the issue

Actual Results

A timeout error happens and the attachment is not added

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
