While scrolling issue on Issue view screen, does not freeze the Summary panel at the top

      Currently, when we scroll down the issue, the summary panel does not stay static on the top.

      Expected Results

      While scrolling the issue down the header of the issue, containing the summary and buttons, should stay fixed.

      Actual Results

      The header scrolls up.
