Issue Summary

The creation of Components it's not possible anymore while creating an issue in the new global issue create.

Steps to Reproduce

1. Use the option to create a new issue
2. In the field Components try to create a Component by typing a new name

Expected Results

A new component is created, based on the value set during the issue creation.

Actual Results

It's not possible to create a component, only use the ones that are already created.

Workaround

As the new issue create experience can not be turned off anymore, there's no workaround for this bug.
