Issue Summary

Certain actions seem to hide the comment visibility lock icon.

Details: Open an issue with linked issues and try to enter a new comment, you see that a lock icon is present to choose who can view the comment.
If you click on one of the linked issues and then go back to the previous issue, the comment text box will be open, but the lock button disappears.

Steps to Reproduce

1. Click on an issue with linked issues.
2. Try adding a new comment, to observe the lock icon being available.
3. Click on any one of the linked issues.
4. Go back to the previous issue(from step 1) by clicking on it, available under Linked issues.

Expected Results

The comment section still displays the lock icon to choose the comment visibility.

Actual Results

The comment section stays open, but the lock icon has disappeared.

Workaround

Click on any one of the other Activity tabs(All, History, Worklog) and then click on the Comments tab, for the lock icon to re-appear.
