Allow admins to customize the validator warning size and location at the new issue view screen.

Whenever a user tries to transition an issue thought the new issue view and the transition fails due to a workflow validator, a warning message shows at most-left bottom of the issue view screen.
The problem is that, that pop-up is small and bad located, some users may not see it and get confused about why the transition is not working.

Here is an example:
To transition the issue, the field Environment must be set.
If the user does not enter a value for the Environment field, the issue view shows a small warning message at most-left bottom of the issue view screen.

The first screen shot shows the full issue view screen where it is hard to locate the validator warning message.

The second screen shot shows a small piece of the first screen shot showing where the validator warming message is showing up.

As a Jira administrator, I would like to have the option to customize the validator warning message size and location at the new issue view screen since some users are missing it due to its current location and size.
