Issue Summary

Webitems in the atl.jira.releasereport.top.right.panels are not being displayed anymore.

Steps to Reproduce

1. Open the Release report UI

Expected Results

The webitems with atl.jira.releasereport.top.right.panels as location are shown.

Actual Results

The webitems with atl.jira.releasereport.top.right.panels as location are not visible and cannot be opened from the UI.

Workaround

If a site is affected, the problem can be addressed by changing a feature flag setting.
