Permission error to create issue when switching from a project that doesn't have "Create Issues"

      Issue Summary

      When creating a new issue from a project that doesn't have "Create Issues" permission and then switching to another project that has the "Create Issues" permission Jira doesn't recognize the project change and still doesn't allow to create a new issue.

      Steps to Reproduce

      1. Set a permission scheme to a project that doesn't allow "create issues";
      2. Try to create an issue from this project;
      3. The image below should be presented;
      4. Change the project from the dropdown and select a project that has "Create Issue" permission;
      5. The message "You cannot create issues in this project." is still being shown and doesn't allow the issue type selection or issue creation. 

      Expected Results

      When switching to another project that has the "Create Issues" permission should clear the message and allow the issue creation, by selecting the issue type. 

      Actual Results

      Jira is not showing the issue screens(create) relative to the project selected, and as the project has the create issues permission it causes the impression the second project also doesn't have the permission. 

      Workaround

      Going to another project that doesn't have a create issue limitation and create the issue from there.
