Options removed from dependent dropdown in team-managed projects still show on create screen

Issue Summary

Options removed from dependent dropdown in team-managed projects still show on create screen in the UI. The issue does not happen in the Portal/View screen.

Steps to Reproduce

1. Create a team-managed project
2. Create a Dependent dropdown custom field
3. Add some parent/child options
4. Remove parent options

Expected Results

The excluded options aren't available in the field when creating the issues

Actual Results

The excluded options are available in the field when creating the issues in the UI

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
