Update from the Global Issue Create team - 14 September 2022
Hey everyone,
Just sharing a quick update that this bug has been resolved as of July 27, 2022. Users will now be able to add a new user as a Reporter of the issue using their email address within the Global Issue Create modal.
Customers previously blocked by this bug will now be permanently moved to the new Global Issue Create experience. For any questions/concerns, please feel free to add a comment to this ticket or reach out to support.

Issue Summary
While entering an external email address in the Reporter field within the Jira Issue Create modal, an option should be shown to Add the user if they don't exist within the Jira instance.
Steps to Reproduce
- Go to a Service Management project
- Click on Create an issue that has the Reporter field mapped to the issue screen view
- Type an external email address that doesn't exist on the Jira instance
Expected Results
A "Create user" option will show up:

Actual Results
A "no option" dialog appears.
Workaround
- Turn off the new issue modal in the user's profile (Personal Settings -> New Global issue create experience)
