When trying to type a time on a datetime field on the create screen the time is overwritten or not saved

Issue Summary

When I try to manually type a time in a datetime field the time entered is overwritten to something else, or it just remains blank and points me to required fields.

Steps to Reproduce

1. Open the Issue Create
2. Try to manually type a time on a datetime field

Example GIF:

Expected Results

Entered time would be parsed and displayed on the field.

Actual Results

A different time is set or the field remains blank.

Workaround

Typing the time in a 24-hour format works as expected.
