Jira Cloud - Update IP Whitelist Dynamically

      Jira Cloud IP whitelist is currently only updatable manually.

      Dynamic IP ranges change across many applications. Eg.
      https://www.microsoft.com/en-us/download/details.aspx?id=56519

      This can cause challenges sourcing enabling automation/integration ect while still keeping the application secure.

      Could the capability be added to update IPs more dynamically (API or other) or enable controlled IP support for larger application providers like Microsoft/AWS?
