Ability to delete system default resolutions

Issue Summary

Currently, even though we delete the system default resolutions (such as "Won't Do" and "Done") , it will reappear once a new project is created. 

Steps to Reproduce

1. Go to Jira settings -> Issues -> Resolutions.
2. Delete the resolutions "Won't Do" and "Done"

Expected Results

resolutions deleted permanently. 

Actual Results

On a new project creation, the resolutions will reappear. But on choosing "Share configuration with existing project" the resolution does not seem to reappear.

Workaround

No workaround for this behaviour.
