Issue Summary

When viewing the attachment carousel at full width the first row of items looks fine, but clicking across to subsequent rows shows the last item stuck in a loading state. This happens whenever you have 13 or more attachments on an issue.

Steps to Reproduce

1. Add 12 or more attachments to an issue
2. Either resize your screen, or zoom out the page until the attachment carousel is at max width. You should see 6 tiles, with files 1-6 loaded.
3. Click the arrow to scroll to the next page of files
   Expected: you should see 6 cards loaded
   Actual: the first 5 cards are loaded, and the last one is stuck in a loading state. A sliver of the previous card is still visible and loaded, indicating that cards 6 through 11 were loaded, rather than 7-12.
4. Click the arrow again and the same thing happens, the carousel is always off by one.
