Problem Definition

At the moment, user with set issues security level permission, is unable to choose the security level that only has 1 group set in the security level, and the user or admin not member of the group. Only if the user is a member of the group, then he/she will be able to choose it in the Security Level field.

Suggested Solution

Allow admin to choose the security level, even though the admin is not part of the group.
