Description
Issue Summary
When creating an issue higher than an Epic and you want to include the Parent Link issue on the create screen. It is only possible to search by text and no option is available. However, on the viewscreen, after the issue is created, the same Parent Link field can give a list of options of issues visible to you.
Steps to Reproduce
- You must have an Advanced roadmap, so you can create a hierarchy higher than an Epic. You must have first created an issue type that should be available to Advanced roadmaps.
- Create issues (maybe 5 -7) for this higher issue type e.g. Feature
- Ensure that the Parent Link is available on the create screen for the Epic issue type
- Try to create an Epic and search for any one of the Parent Link issue by clicking the down caret icon on the Parent Link field

Expected Results
On the create screen and view screen, there should be a list of issues that are higher hierarchy available to your user based on if you are able to browse the issue. This should be available on both types of screens.
Actual Results
There are no options available on the create screen, you will need to search for the issue using the "summary" text of the issue but the same works on the view screen.
Additional Note
However, once this issue has been created. On the viewscreen, if you try to change the Parent Link, you will see a list of options available without even searching. This behaviour seems to be inconsistent with how the field works, when on the create screen and on the issue view screen.
