Jira issue view comment box to 'float' above comment activity list during comment creation

      As a Jira user, I would like the comment box in the view issue/request screen to 'float' above historical comments in the activity stream, so that I can easily refer to another comment when I'm adding a new comment.

      For example, as I begin adding characters to the comment field, it begins to ‘float’ above other comments when scrolling.
