Issue Summary
Slack integration will work even if IP address of Slack user is blocked by IP Allowlist

- Turn on the premium feature IP Allowlist
- With an IP address that is blocked by the Allowlist, open Slack and type "/jira connect" as per https://support.atlassian.com/jira-work-management/docs/integrate-jira-cloud-and-slack/
- Login to your Atlassian Account and accept the Slack Jira Integration
- The Slack user is now connected to the Atlassian Account and can perform commands such as "/jira create"
Expected Results
