      Issue Summary

      Slack integration will work even if IP address of Slack user is blocked by IP Allowlist

      Steps to Reproduce

      1. Turn on the premium feature IP Allowlist
      2. With an IP address that is blocked by the Allowlist, open Slack and type "/jira connect" as per https://support.atlassian.com/jira-work-management/docs/integrate-jira-cloud-and-slack/
      3. Login to your Atlassian Account and accept the Slack Jira Integration
      4. The Slack user is now connected to the Atlassian Account and can perform commands such as "/jira create"

      Expected Results

      Slack user should not be able to perform any commands to create, preview, and receive notifications from Jira, since the user's IP address is blocked.

      Actual Results

      Slack user is able to perform commands to create, connect to project, and receive notifications.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
