It is possible to input work log entry less than 1 minute during workflow transition

    Description

      Issue Summary

      It is possible to provide work log less than 1 minute (e.g., .1 or 0.1 which equals 6 to seconds) during workflow transition. As a result Remaining Time will be decreased by 1 minute, however, work log has entry with empty timing.

      View screen does not permit to enter work log less than 1 minute.

      Transition/edit screen should not proceed if the inputted log work (time spent) value is less than 1.

      Steps to Reproduce

      1. Add "Time Tracking" field into "Edit issue" operation for a Screen Scheme for requires issue type.
      2. Create issue with some time estimated (e.g. 1 Hour)
      3. Edit issue and input "Time Spent" ".1" or "0.1"
      4. Check Remaining Time decreased by 1 minute 
      5. Under "Work Log" it is not showing how much time was logged 
      6. Look as old issue view, it is showing 6 seconds logged 
         

      Expected Results

      Jira should not allow input less than 1 minute or round up work log to minutes.

      Actual Results

      Jira accepts work log values less than 1 minute via workflow transition.

      Workaround

      Currently the only way to avoid is to use minutes as minimal entry. When providing Time Spent use units - m = minutes, h = hours and do not use decimal.
