Move full content pagebreaks option ('jira.search.fullcontentview.pagebreaks') into General Configuration

      JIRA's full content view now uses CSS to force pagebreaks between issues. This works in IE6 (see JRA-4226), but apparently causes excessive whitespace around issues. See Neal's excellent summary at:

      Since it seems to be something users might normally wish to tweak, we should move this option to the General Configuration page.
