JQL returns empty result set for "x IS EMPTY OR x IS NOT EMPTY" for TEXT fields

Steps to Reproduce

Run the following JQL in Issue Navigator:

description IS EMPTY or description IS NOT EMPTY

Expected Results

All issues should be returned

Actual Results

Result set is empty

Workaround
