Create a separate permission for managing versions/releases

    Description

      Right now only project administrators can create and manage versions.

      I would like to have the possibility to give this right to a lead developer who is responsible for managing versions. The lead developer should not get all rights of a project administrator.

      So it would be great to have a separate permission for managing versions that can be given to a project role which is not project administrator.
